Earlier this month, at the United Nations Climate Change Conference, the Oceanic island microstate of Nauru announced the creation of the world’s newest citizenship by investment program through the Nauru Economic and Climate Resilience Citizenship Act 2024
The Nauru Economic and Climate Resilience Citizenship Program (NECRCP) offers citizenship to investors in exchange for a contribution to Nauru’s Treasury Fund, which will be focusing on environmental and climate resilience for the nation. Nauru’s President, David Adeang, expressed a goal of setting a global example of how private investment can be utilized to tackle environmental challenges.
To apply, applicants must:
- Be at least 18 years of age
- Have a clean personal background
- Provide proof of legitimate source of funds used for investment in the program
- Submit to a mandatory interview conducted by Nauru officials
- Swear an Oath of Allegiance to Nauru
The NECRCP has set the following fees for the program:
- Contribution Fee:
- USD 105,000 for a single applicant
- USD 110,000 for a family of 2-4
- USD 115,000 for a family of 5+
- USD 15,000 for siblings of the main applicant or their spouse
- Application Fee:
- USD 25,000 for a single applicant
- USD 27,500 for a family of 2-4
- USD 30,000 for a family of 5+
- Due Diligence Fee:
- USD 10,000 for the main applicant
- USD 7,500 per additional family member aged 16+
- Passport Fee:
- USD 500 per passport
Importantly, Nauru has carved out language in its citizenship act to provide a flexibility to maintain strict control over citizenship rights that are granted. The minister holds the right to revoke citizenship obtained through fraudulent means or if citizens engage in terrorism, money laundering, or acts which result in sanctions from the UN.
Applications for Nauru’s citizenship by investment program must be submitted by organizations licensed specifically under the NECRCP.
As of today, Nauru’s passport is ranked as the 56th strongest in the world, with access to 89 visa-free destinations worldwide, including South Korea, Ireland, Taiwan, United Arab Emirates, and the United Kingdom.
